Voices for Utah Children is Utah’s leading child advocacy organization. Our primary mission is to advance policies and practices that are good for all of Utah’s children. We focus on the following policy areas: Children’s Health, Early Care and Learning, Family Economic Success, Immigrant Families, and Juvenile Justice. Additionally, Voices is a critical hub for data on Utah’s children; we publish the state’s annual KIDS COUNT report, which tracks the well-being of children.
We are seeking an experienced Policy Analyst to join our team. We anticipate the majority of your work will focus on early care and learning, with additional time dedicated to family economic success initiatives. You will also collaborate with other team members to advance our mission across various policy areas.
Responsibilities
- Build expertise on early care and learning issues, opportunities, and threats, including thorough analysis of data, legislation, policy reports, laws and regulations, and research.
- Assist with advocacy and research related to family economic success, such as tax credits, education funding, and tax fairness, as part of broader team efforts.
- Advocate for early care and learning policies at the state and local levels by developing and presenting policy recommendations, monitoring legislative developments, and engaging with policymakers and community stakeholders.
- Simplify and translate complex information and large quantities of data into understandable and actionable insights for decision-makers, the media, and the public.
- Create impactful content including policy briefs and reports, blogs, fact sheets, and resources for partners.
- Track and analyze data on child care supply and cost, workforce wages and turnover, funding, and other critical factors.
- Collaborate with the communications director to produce engaging content, including blogs, graphics, and videos, and act as a media contact on key issues.
- Cultivate strong relationships with partner organizations, child care providers, parents, and the public to raise awareness and advocate for policy changes.
- Collaborate as necessary with fellow staff to advance Voices’ mission and vision.
Qualifications
- Strong interest in and commitment to social, economic, and racial justice.
- Bachelor’s degree, or equivalent research or work experience required. Preference for backgrounds in public policy, advocacy, research, or early care and learning.
- Familiarity with or experience working on early care and learning issues, including child care financing reform, access and affordability, and child care workforce supports.
- Strong research skills, with experience in both qualitative and quantitative data collection and analysis.
- Knowledge of legislative processes, government structures, and policy development.
- Experience working with lawmakers, partner organizations, and community members to drive change.
- Solid communication skills, with the ability to engage diverse audiences through various platforms.
- Skilled in both collaborating with a team to achieve shared goals and working independently to drive projects forward when needed.
Opportunity for Senior Policy Analyst Role
Candidates with substantial experience in policy research, advocacy, or early care and learning may be considered for a Senior Policy Analyst position. This senior role would involve additional leadership responsibilities, such as managing complex research projects, leading advocacy campaigns, mentoring junior staff, and playing a more prominent role in coalition building and strategic planning.

- This full-time position offers a competitive salary ranging from $55,000 to $65,000, based on experience. For those interested in a senior policy analyst position, a higher salary range may be available based on qualifications and experience.
